I don't have VS8, can you make a msi of it?

You don't need VS8. Just copy gacutil.exe and gacutil.exe.config there from a macine where they are exist.

And dont't forget to register the dll as safe in web.config.

To clarify what rlaci states above... 

When I initially ran the install.bat file, it failed with a "file not found" message.  Opening up the install.bat script I found that the install.bat file attempts to execute gacutil.exe and gacutil.exe.config from the following path:  "%programfiles%\Microsoft Visual Studio 8\SDK\v2.0\Bin\gacutil.exe".  If you see the install.bat file failing, check to make sure that gacutil.exe is in the specified folder path, or simply edit the install.bat script to the correct path.  Once I did this it ran perfectly, and executed an IIS restart.  This issue is clearly identified in the install.bat script, as well.
